The International Table Tennis Committee has decided as since there are no changes to the sections concerning classification from the 1992 Rules book - and we still have a lot of these Rules books - that section is not included in this Rules book. SECTION 1 LAWS FOR WHEELCHAIR PLAY

Laws for wheelchair play

 

Table Tennis shall be played according to the Laws and regulations of the International Table Tennis Federation (ITTF), as set out in their Handbook EXCEPT for the following amendments, exceptions and alterations.

 

The service Law in singles play.(ITTF Law 2.6)

 

A let (ITTF Law 2.9) shall be called if in service the ball:

 

Leaves the table by either of the receiver's sidelines (on one or more bounces)
On bouncing on the receiver's side returns in the direction of the net or
comes to rest on the receiver's side of the playing surface.
The assistant umpire shall call let if an otherwise good service in a singles match leaves the table by the receivers side line nearest to him.

 

 

However, if the receiver strikes the ball before it crosses a sideline or takes a second bounce on his side of the playing surface the service shall be considered good and no let shall be called.

 

The service Law in doubles play.(ITTF Law 2.6.3)

 

A let (ITTF Law 2.9) shall be called if in service the ball:

On bouncing on the receiver's side returns in the direction of the net or
comes to rest on the receiver's side of the playing surface.

 

However, if the receiver strikes the ball before it takes a second bounce on his side of the playing surface the service shall be considered good and no let shall be called.

 

Umpires notes on service Laws.

  1. If umpires feel that the server is deliberately serving fast let services before serving correctly this should be interpreted as gamesmanship and the ITTF's warning and penalty point system shall be used.(ITTF regulation 3.5.2)

 

  1. According to ITTF Law 2.6.7 the umpire may waive the requirements for a good service if he is notified before play that it is prevented due to physical disability. This will always be done for Class I and Class II players.

 

  1. The assistant umpire shall call let if an otherwise good service in a singles match leaves the table by the receivers side line nearest to him.

 

Doubles play (ITTF Law 2.8.2)

 

  1. In doubles the server shall first make a good service according to ITTF-Law 2.6 with the above mentioned exceptions, and the receiver shall make a good return, and thereafter either player of a pair may make good returns.

 

  1. A players wheelchair shall not protrude an imaginary extension of the centre line of the table. If it does the umpire shall award the point to the opposing pair.

 

Touching the playing surface with the free hand (ITTF Law 2.10.1.10)

 

When the ball is in play a player may use the playing surface to restore balance after a shoot has been played(provided the playing surface has not been moved). However, the player shall not use the table as a support with the free hand while playing the ball.

 

Wheelchairs

  1. Wheelchairs must have at least two large wheels and one small wheel.

 

  1. Footrests may be fitted if required, but neither the footrests nor the feet shall touch the floor during play which shall result in the loss of a point.

 

  1. In Team and Class Events no part of the body above the knees may be attached to the chair, as this could improve balance. However, should a player require some strapping or binding for medical reasons this should be noted on their classification card and it will be taken into account when assessing the player's playing class. In Open Events strapping and other aids will be allowed.

 

  1. There are no restrictions on size, number or shape of cushions.

 

Playing areas (ITTF regulation 3.2.3.1)

 

For Wheelchair play the area may be reduced, but shall be not less than eight metres long and seven metres wide.

The playing area must be enclosed by dark surrounds.

Leaving Racket on table during intervals.(ITTF regulation 3.4.2.3)

Unless otherwise authorised by the umpire, players shall leave their rackets on the table during the intervals. In all cases when the racket is strapped to the hand, the umpire will allow the player to retain his/her racket during intervals.

 

Tables

Tables shall allow access to wheelchairs without obstructing the player's legs and shall allow access to two wheelchairs for doubles.

Tables legs shall be at least 400 mm from the end line of the table.

 

SECTION 2 LAWS FOR STANDING PLAY

Laws for Standing play

There are no exceptions to the Laws of table tennis for disabled standing players.

 

All players shall play according to the Laws of the ITTF as described in section 2 of their handbook.

 

 

SECTION 3 REGULATIONS FOR INTERNATIONAL CHAMPIONSHIPS

REGULATIONS GOVERNING THE ORGANISATION OF CHAMPIONSHIPS

These regulations should be read in conjunction with Chapter 3 - Regulations for International Championships of the ITTF Handbook, where all conditions apply except as stated hereunder.

Each championships / competition will be sanctioned by the ITTC and depending on the sanctioning the results will count on the world ranking with a different factor.

Cycles of the tournaments which are sanctioned with Ranking factor 100, 80, 50.

Year 0: One sanction for one Paralympic Championships can be given.
Year 2: One sanction for one World Championships can be given.
Year 1, 3: One sanction for one Regional Championships can be given in
each ITTC-approved region in the year 1 and year 3.

Paralympic Championships Ranking Factor 100.

The Table Tennis Competition of the Paralympic Games must fulfil the following requirements to earn the Ranking factor of 100.

 

  1. One of the 2 Technical Delegates (TD’s) must inspect the Venue and fulfil the TD-report at least 24 months before the Paralympics.

 

  1. The TD-report must ensure that the competition can be organised according to the regulations below, where subjects are not described in ITTC-regulations the regulations for World Title Events as set out in the ITTF handbook chapter three take precedence.

 

  1. The TD-report must contain details of the following:
    1. Accommodation - available and suitable for disabled persons.
    2. Venue - accessibility.
    3. Transport from accommodation to the venue.
    4. Equipment to be used must be ITTF approved and tables for wheelchair play must fulfil ITTC-requirements
    5. Number of playing days for the competition.
    6. Maximum numbers of participants than can be accepted plus any other suitable information
    7. Officials.
    1. Technical Delegates (TD’s): A Technical Delegate and a deputy Technical Delegate must be appointed by the International Table Tennis Committee.
      Expenses: The Paralympic Organising Committee shall pay the travel expenses and accommodation for one of the TD’s for the inspection of the venue for the table tennis tournament. The Paralympic Organising Committee must pay travel expenses and accommodation for both from the day before the opening of the Paralympic Games and to the day after the closing ceremony of the games. During the games appropriate transport must be supplied for the TD’s. The above is the same that applies to the Table Tennis Competition of the Olympic Games.

    2. Classifiers: 2 International Classifiers approved by the ITTC Medical Officer must be present during the Games to handle the specific purpose of reclassification and protests.
      Expenses: The Paralympic Organising Committee must pay the travel expenses and accommodation for these persons from the day before the opening of the Paralympic Games and to the day after the closing ceremony of the games
    3. Referees: One Referee and three deputy Referees. The Table Tennis Association of the host country of the Games shall nominate the Referee for the Table Tennis Competition. This Person must be an ITTF International Referee and has to be approved by the Rules and Regulation Chairperson of the ITTC.
      ITTC will appoint a deputy Referee with sufficient knowledge of disabled table tennis competitions, this person has to be an ITTF International Referee.
      ITTC and the Paralympic Organising Committee will co-operate in appointing the last 2 deputy Referees. These persons should come from different countries than the Host Country. These Persons must be ITTF International Referees and approved by the Rules and Regulation Chairperson of the ITTC.
      Expenses: The Paralympic Organising Committee shall pay the travel expenses, accommodation and an equivalent of $US 15 per day for all referees and deputy referees from the day before the opening of the Paralympic Games and to the day after the closing ceremony of the games
    4. Officials manager: The Table Tennis Association of the host country shall nominate an experienced officials manager and 2 teams of 2 deputy officials managers.
      Expenses: The Paralympic Organising Committee shall pay travel expenses within the host country and accommodation for the whole period of the games.
    5. Umpires: There must be a number of umpire teams of 2 umpires equal to the number of tables times 2 + 4 teams. This means that if the Competition is to be played on 16 tables the number of Umpire teams must be 36.
      The International Table Tennis Committee has decided that all umpires must be certified ITTC-umpires. This means that all umpires officiating at the Paralympic Games must have passed the ITTC umpires seminar.
      These seminars will be held during the World Championships and the Regional Championships. The Paralympic Organising Committee must hold one of these seminars in the Host Country for Umpires from the Host Country at a disabled tournament in the year before the Paralympic Games.


      60 % of the Umpire teams shall be from the table tennis association of the host country, 50 % of these are allowed to be national umpires and the remaining 50 % of the umpires must be ITTF international umpires.

      The remaining 40 % of the umpires must be from foreign associations and must be ITTF international umpires. ITTC will invite these umpires from their home association.

      Expenses: The Paralympic Organising Committee shall pay the travel expenses from the nearest airport in the host country, accommodation from the day before the opening of the Paralympic Games and to the day after the closing ceremony of the games, and an equivalent of $US 15 per day.
    6. Computer controllers: There shall be 2 teams of 2 persons (a total of 4 persons) with sufficient knowledge of the computer system to be used. The system has to be tested by the ITTC at least 12 months before the Paralympic Games.

 

The Paralympic Organising Committee must arrange a Classification Seminar of the duration of three days. The guideline for this is:
1st day: Theory.
2nd day: Observing 1st day of ongoing competition.
3rd day: Observing 2nd day of ongoing competition.

Expenses: The Paralympic Organising Committee shall supply conference room and accommodation during the seminar for the participants. The participants shall pay their own travel expenses.

 

 

 

World Championship Ranking Factor 80.

 

Application to stage the World Championships.

  1. A completed I.PC. bid application form must be submitted by the national body of an association to the Secretary of the ITTC at least 19 months before the Championship.

 

  1. The application must contain an assurance that the Championship can be organised according to the regulations as set out in this handbook.

 

 

The World Championships in Table Tennis for the Disabled must fulfil the following requirements to earn the Ranking factor of 80.

 

  1. One of the 2 Technical Delegates (TD’s) must inspect the Venue and fulfil the TD-report at least 18 months before the Championships.

 

  1. The TD-report must ensure that the competition can be organised according to the regulations below, where subjects are not described in ITTC-regulations the regulations for World Title Events as set out in the ITTF handbook chapter three take precedence.

 

  1. The TD-report must contain details of the following:
    1. Accommodation - suitable and available for disabled persons.
    2. Venue - accessibility.
    3. Transport from accommodation to the venue.
    4. Equipment to be used must be ITTF approved and tables for wheelchair play must fulfil ITTC-requirements
    5. Number of playing days for the competition.
    6. Maximum numbers of participants than can be accepted plus any other suitable information
    7. Officials.
    1. Technical Delegates (TD’s): A Technical Delegate and a deputy Technical Delegate must be appointed by the International Table Tennis Committee.
      Expenses: The Organising Committee shall pay the travel expenses and accommodation for one of the TD’s for the inspection of the venue for the championships. The Organising Committee must pay travel expenses and accommodation for both from the day before the start of the championships and to the day after the championships.

    3. Referees: One Referee and two deputy Referees. The Table Tennis Association of the host country of the Championships shall nominate the Referee. This Person must be an ITTF International Referee and has to be approved by the Rules and Regulation Chairperson of the ITTC.
      ITTC will appoint a deputy Referee with sufficient knowledge of disabled table tennis competitions, this person has to be an ITTF International Referee.
      ITTC and the Organising Committee will co-operate in appointing the last deputy Referee. This person should come from a different country than the Host Country. This Person must be ITTF International Referee and approved by the Rules and Regulation Chairperson of the ITTC.

Regional Championships Ranking Factor 50.

Application to stage a Regional Championship

  1. A completed I.PC. bid application form must be submitted by the national body of an association to the Secretary of the ITTC as early as possible.

 

  1. The application must contain an assurance that the Championship can be organised according to the regulations as set out in this handbook.

 

 

The Regional Championships in Table Tennis for the Disabled must fulfil the following requirements to earn the Ranking factor of 50. Regional championships can be arranged as European, Pan-Am, FESPIC, Pan-African.

 

  1. The Technical Delegate (TD) must inspect the Venue and fulfil the TD-report at least 12 months before the Championships.

 

  1. The TD-report must ensure that the competition can be organised according to the regulations below, where subjects are not described in ITTC-regulations the regulations for World Title Events as set out in the ITTF handbook chapter three takes precedence.

 

  1. The TD-report must contain details of the following:
    1. Accommodation - suitable and available for disabled persons.
    2. Venue - accessibility.
    3. Transport from accommodation to the venue.
    4. Equipment to be used must be ITTF approved and tables for wheelchair play must fulfil ITTC-requirements
    5. Number of playing days for the competition.
    6. Maximum numbers of participants than can be accepted plus any other suitable information
    7. Officials.
    1. Technical Delegate (TD): A Technical Delegate must be appointed by the International Table Tennis Committee.
      Expenses: The Organising Committee shall pay the travel expenses and accommodation for the TD for the inspection of the venue for the championships. International Championships Ranking Factor 30.

 

Application to stage an International Championship

  1. A completed bid application form must be submitted by the national body of an association to the Secretary of the ITTC as early as possible.

 

  1. The application must contain an assurance that the Championship can be organised according to the regulations as set out in this handbook.

An International Championship in Table Tennis for the Disabled must fulfil the following requirements to earn the Ranking factor of 30. It could be either a TOP-12/8 World, an international competition with all countries in the world invited and with all events, an IOSD games or a similar category of Tournament. The decision is made by the Ranking Chairman in co-operation with the International Table Tennis Committee.

 

  1. The Technical Delegate (TD) must inspect the Venue and fulfil the TD-report at least 8 months before the Championships.

 

  1. The TD-report must ensure that the competition can be organised according to the regulations below, where subjects are not described in ITTC-regulations the regulations for International Competitions as set out in the ITTF handbook chapter three take precedence.

 

  1. The TD-report must contain details of the following:
    1. Accommodation - suitable and available for disabled persons.
    2. Venue - accessibility.
    3. Transport from accommodation to the venue.
    4. Equipment to be used must be ITTF approved and tables for wheelchair play must fulfil ITTC-requirements
    5. Number of playing days for the competition.
    6. Maximum numbers of participants than can be accepted plus any other suitable information
    7. Officials.
    1. Technical Delegate (TD): A Technical Delegate must be appointed by the International Table Tennis Committee.
      Expenses: The Organising Committee shall pay the travel expenses and accommodation for the TD for the inspection of the venue for the championships. The Organising Committee must pay travel expenses and accommodation for the TD from the day before the start of the championships and to the day after the championships.
    2. Classifiers: 3 International Classifiers approved by the ITTC Medical Officer must be present during the championships to handle the specific purpose of classifications reclassifications and protests.
      Expenses: The Organising Committee must pay the travel expenses and accommodation for these persons from the day before the start of the championships and to the day after the championships.

       

    3. Referees One Referee and a deputy Referee. The Table Tennis Association of the host country of the Championships shall nominate the Referee. This Person must be either an ITTF International Referee or an ITTF-international Umpire who has passed the ITTC-umpires seminar. The Referee has to be approved by the Rules and Regulation Chairperson of the ITTC. The host association appoints the Deputy Referees.
      Expenses: The Organising Committee shall pay the travel expenses, accommodation and an equivalent of $US 15 per day for the Referee from the day before the start of the championships and to the day after the championships.

       

    4. Umpires: There must be a number of umpires equal to the number of tables times 2 + 4. This means that if the Competition is to be played on 16 tables the number of Umpires must be 36.
      It is recommended that the majority of the umpires are certified ITTC-umpires. This means umpires who has passed the ITTC umpires seminar.
      These seminars will be held during the World Championships and the Regional Championships.
      Expenses: The Organising Committee shall for foreign umpires pay the travel expenses from the nearest airport in the host country, accommodation from the day before the start of the championships and to the day after the championships, and an equivalent of $US 15 per day.

 

 

International Championships Ranking Factor 20 - 10.

An International Championships in Table Tennis for the Disabled must fulfil the following requirements to earn the Ranking factor of 20-10. It could be either a TOP-12/8 Regional(20), an international competition with all countries in the Region invited(20) or an invitational championships with at least 8 countries invited(10).

Application to stage an international competition

  1. A completed bid application form must be submitted by the national body of an association to the Secretary of the ITTC as early as possible.

 

  1. The application must contain an assurance that the tournament can be organised according to the regulation as set out in this handbook.

 

  1. The application must contain details of the following:
    1. Accommodation - suitable for disabled persons available.
    2. Venue - accessibility.
    3. Transport from accommodation to the venue.
    4. Equipment to be used must be ITTF approved and tables for wheelchair play must fulfil ITTC-requirements
    5. Number of playing days for the competition.
    6. Maximum numbers of participants than can be accepted plus any other suitable information
    7. Officials.
    1. Technical Delegate (TD): It is not mandatory that a TD is appointed but the ITTC recommends that the host-association appoints a person to be responsible for the tournament.
    2. Classifiers: It is not mandatory that Classifiers are present during the championships.

       

    3. Referee. The Table Tennis Association of the host country of the Championships shall appoint the Referee. It is recommended that this Person is a Referee in the host country or an Umpire who has passed the ITTC-umpires seminar.

 

Entry forms for all Championships (80, 50, 30, 20, 10)

 

After sanctioning of the championships, the host country will issue an entry form to all fully affiliated and paid up members from within the area of the competition(i.e. World, European, Pan-Am, Pan-African or FESPIC). This is to be sent no less than four months before the date of the championships. It must contain.

    1. Date of Championships
    2. Details of venue
    3. Details of accommodation
    4. Equipment to be used.
    5. Maximum number of teams / players allowed
    6. TD(‘s) to be named.
    7. Composition of Classification / medical panel.
    8. Maximum number of teams and players allowed.
    9. Details of officials. Referee to be named and his qualifications
    10. Entry fees, including price for escorts.
    11. Entry forms for all classes and competitions
    12. International Jury
    13. Closing date
    14. Date and venue of Draw.

Events

The following events must be played to form the Championships Sanctioned for the factor of 80, 50 or 30(other than TOP-12/TOP-8).

 

    1. Team events for men and women in classes 1-5 and 6-10. One team per country in each class. An entry of four teams will be considered a competition.

       

    2. Singles events for men and women in classes 1-5 and 6-10. Three competitors per country per class. Minimum of four competitors to form a competition. If there are less than four competitors in an event the players will be transferred to the event for the next higher numbered class, except class 5(wheelchair) and 10(standing) which will not be played.

       

    3. Open class singles events for men and women in wheelchairs(classes 1-5) and standing(classes 6-10).

       

    4. Open class doubles events for men and women in wheelchairs(classes 1-5) and standing(classes 6-10)

 

NOTE: A Should an event be deleted by the organiser in consultation with the ITTC(due to low entries) it will not be reinstalled at the Championships even if enough players are present.

NOTE: B In all individual events players must record at least one win to receive a medal.

NOTE: C In all team events a team must record at least one win to receive a medal.

NOTE: D If there are less than four teams / players in an event the TD (if no TD the Organiser) may choose to change the event to be a ranking event. This event is then to be played for ranking points only. The players can not get bonus points for such an event. This note applies to all tournaments with the sanctioning factor of 50 or less.
For tournaments sanctioned with factor 30 or less the organisers are allowed to award medals for the players in a ranking event.

 

 

Format of play

Team events - classified

 

Minimum number of entries 4 teams.

 

Maximum one team per country per event.

 

A maximum of 4 players per team in the whole event.

 

The event will be played in round robin groups. The number of teams in the groups shall be as even as possible but there shall not be less than 3 teams per group.

 

The numbers of groups will be decided by the Referee in co-operation with the management Committee of the tournament. If the numbers of groups decided for an event is not a power of 2 (e.g. 2, 4 or 8 etc.) winners from the groups with the highest ranked seeded teams in ranking order shall have byes in the first round of the second stage in ranking order.

 

The winner and the runner up of each group will advance to the second stage.

 

The second stage will be played on a knock out basis.

 

Should enough entries be received(minimum 48) then 16 groups will be formed. In this case only the winners will advance to the second stage.

 

Mixed class teams are allowed but the team must play in the class of the higher classified player.(e.g. if a class 2 and a class 3 player play together, they play in class 3). One of the players nominated must be of the same class as the event and must play as a singles player. However, this regulation will be waived if classes are combined due to low entries unless a team has already been entered for this class. No player may represent more than one team in any championship.

 

The team match shall cease upon a winning margin being gained.

 

Where events are combined due to low entries in one event and the combining gives one country more than one team in the combined event, the organising Committee is to inform that country that only one team per event is allowed and their entry for that event is to be revised to conform to that regulation.

 

Class events - classified

Open singles events - men and women - wheelchair and standing (4 events)

 

The events will be played on the knock out system throughout.

 

There are no restrictions on countries concerning numbers entering these events. However, entrants must have entered in Team and/or Class events.

 

The 2 losing semi-finalists will receive bronze medals.

 

Open doubles events - men and women - wheelchair and standing (4 events)

 

The events will be played on the knock out system throughout.

 

There are no restrictions on countries concerning numbers entering these events. However, entrants must have entered in Team and/or Class events.

 

The 2 losing semi-finalists will receive bronze medals.

 

Seeding

 

The current international open ranking list will be used for all competitions.

 

The number of seeds are decided by the referee to accord with the recommendation stated in the ITTF handbook for Tournament Referees.

 

In a team event the list of seeds will be made using the results of the last competition of the same name. The winners will be seeded 1, the runner up will be seeded 2, the losing semi-finalists will be seeded 3 and so on.

 

 

International ranking list

 

The international ranking list shall be revised after each ranking tournament and will be published every quarter January 1., April 1. July 1. October 1.
The International ranking list is available on the Internet. Information of the location will be mailed to the countries in the near future.

 

 

 

 

The draw and playing system in the team and class events

 

The draw will be made by the Organising Committee with at least one member of the International Table Tennis Committee (or a person nominated by the ITTC) present. The draw for the first stage will be carried out either by computer or by hand.

 

Alterations to the draw may be made if a player is re-classified.

 

The draw will follow the procedure described in the ITTF-Regulations and the following draw-procedure will be used.
    1. Maximum number of seeds in each group are 2.
    2. The number 1 seeded team/player will be placed in the top group of the upper half.
    3. The number 2 seeded team/player will be placed in the bottom group of the bottom half.
    4. The 2 number 3 seeds will be drawn to the bottom group of the top half and the top group of the bottom half.
    5. If there are still empty groups remaining, the 4 number 5 seeds will be drawn to these empty groups. Otherwise they will be drawn into groups already occupied by another seeded team/player. This depends on the number of groups.
    6. All other teams/players shall be drawn into the groups.
    7. The playing system for team matches is the Original Corbillion Cup system.
      A vs. X; B vs. Y; double; A vs. Y; B vs. X. The double does not have to be named until the time it is to be played. The team Captain is allowed to use another player in the double than the players nominated for the singles.
    8. The calculation of group results is done as defined by the ITTF Regulations for International Competitions.
    9. There will not be a separate draw for the second stage.
    10. No group winner will play another group winner in the first round of the second stage.
    11. In the first round of the second stage no team/player shall play any team/player that they played against in the first stage group matches.
    12. If there are 8 or less teams/players in the event the 2 losing semi-finalist shall play off for the bronze medal.
    13. When only one group is played the winner shall receive a gold medal, the runner up a silver medal, and third place shall receive a bronze medal.

 

 

 

Classification

 

All players shall hold an international classification card, a copy of which will be held by the Classification Officer.

 

When a player plays in an international championships for the first time, his or her country will give the player a temporary classification and he/she will be entered in that class with a note that they do not hold an international card.

 

The player will then be classified at the championships by an international panel
Should this classification be different from that given by the players own country, they will play in the new class given by the classification panel and the draw will be altered providing that event concerned has not started.

 

The player will then be considered to have an international card for that class and will play in that class in the future or until he/she is re-classified.

 

Protests

 

All protests must be made through the Referee with the appropriate fee, set by the organising Committee.

 

The Referee will resolve the matter on subjects within his jurisdiction.

 

The Referee will refer all matters not within his jurisdiction to the international Jury selected by the International Table Tennis Committee.

 

The protest fee will only be refunded if the protest is upheld.

 

A classifier may re-classify a competitor at any time during a championships.

 

If a player is re-classified after a protest or by a classifier during a championships he/she will transfer to the new class in the next event and the draw will be altered.
Example: if a player during the team-event is reclassified from class 6 to class 7 he will for the individual event be transferred to class 7 and the draw for class 7 will be altered.

 

If it is deemed that a player has deliberately misled the classifiers he shall be immediately disqualified at the discretion of the Referee.

 

 

 

Other matters

 

Any matters not covered by the above will be referred to the Referee of the tournament for decision, guided by the International Table Tennis Committee.

 

The International Table Tennis Committee will then consider amending the above regulations to resolve the matter permanently.

 

Future Championship events

 

The above described events will constitute an official championship.

 

Should host/organising countries have time for further events it is recommended that preference be given to events which encourage juniors, ladies and players of severe disability

 

 

SECTION 4 TOP - 12 / TOP - 8 COMPETITIONS

 

Sanction

  1. Events carrying the title of World or Regional TOP-12/8 Tournament are held under the auspices of the International Table Tennis Committee for the Disabled hereafter referred to as "The Committee".
  2. The Committee is the sole body entitled to sanction such events.
  3. Applicants to stage events must represent and have backing of the relevant National Sports Organisation for the Disabled (NSOD).
  4. Applicants shall only receive sanction if all conditions set out in these Rules are met and the Application Form is signed by a senior representative of the NSOD.
  5. Should there be more than one application The Committee shal decide when and where the event shall be held.
  6. An applicant receiving sanction to stage an event is hereafter referred to as "The Organiser(s)".
  7. The following 4 events could be staged:
    Men Wheelchair / Standing
    Women Wheelchair / Standing
  8. The names "World / Regional TOP-12 / TOP-8" are protected titles and may not be used for any other event.
  9. The competition shall be played under the Rules of the ITTF as modified by the Rules for the Table Tennis for the Physically Disabled.
  10. All points not covered by these Rules shall be decided by The Committee whose decision shall be final in all cases.

 

Conditions of participation

  1. Participants shall be drawn from the current World Open Ranking Lists or from the Regional Ranking Lists where appropriate.
  2. Competitors shall be invited to take part by the Committee.
  3. Male Competitors shall number 12 in each event. Female competitors shall number 8 in each event.
  4. For the events to take place a minimum of 75 % of Ranked Players must agree to take part i.e. 9 men in the first 12 of the relevant Opens Ranking List.
  5. The decision to cancel an event under rule 4 shall be taken by The Committee.
  6. Should a competitor cancel his invitation The Committee shall invite a replacement which may be a local player in emergencies.
  7. To forestall the problem referred to above The Committee shall ask 2 reserve players in each Class to stand by.
